The Government of Republika Srpska approved in a telephone session and secretly forwarded to the National Assembly the Final Draft Law on Special Register and Publicity of Work of Non-Profit Organizations. This Final Draft is referred to in public as the “Foreign Agents Law”, “NGO Law”, “Law on Agents of Foreign Influence”, “Law on Foreign Paid Agents”, etc.

Law on the Special Register and Publicity of the Work of Non-Profit Organizations of Republika Srpska

The AFI Law establishes a special Register of non-profit organizations registered in Republika Srpska which are fully or partially financed by other states, their bodies or their authorized representatives, international and foreign organizations, foreign citizens or registered non-governmental organizations that are financed from abroad. The NGOs that receive money from abroad will be registered in this Register as “agents of foreign influence”.

Amendments to the Criminal Code of Republika Srpska – Brief Explanation and Analysis

The authorities in Republika Srpska want to adopt the Amendments to the Criminal Code of Republika Srpska by which slander and insult, as well as the disclosure of personal and family circumstances will be criminalised, in the part of the Criminal Code that protects the right to respect reputation and honour. These Amendments have not yet been fully adopted, but the Draft Law containing these Amendments was passed after the first reading in the legislative body of Republika Srpska (National Assembly of Republika Srpska). Now the public discussion on these Amendments is about to be opened, after which the National Assembly will conduct a second reading. If the Amendments to the Criminal Code are then adopted, the law will enter into force.
